Ishinomaki City is located at the mouth of the Kitakami-gawa River, and the beautiful scenery is representative of the Tohoku Region of Miyagi Prefecture.

At the time of the Sendai clan, it was known as a trading city possessing "The biggest port for rice in Mutsu Province".

Ever since the Meiji period (1868 to 1912), it has been prospering as a fisheries town near the fishing area near Kinkasan Island. After being designated as a new industrial city in 1964,the Ishinomaki industrial port was opened and dramatic growth was seen, as Ishinomaki developed into an industrial city.

Recent developments include the opening of Ishinomaki Senshu University in 1989, and the extension of Sanriku expressway from Sendai to Ishinomaki. Also, “Ishinomaki Tomorrow Business Town” continues to sell their sought-after business lots. This, combined with the expansion of the industrial port will encourage further business development in Ishinomaki.

Furthermore, "the Manga Museum", which is the core attraction of “the Manga Land Plan”, was completed on July 23rd, 2001. This continues to draw many Japanese “Manga” tourists to Ishinomaki.

On April 1st, 2005, six neighboring towns merged with Ishinomaki, and now the city has started towards new development, incorporating a larger population and area.
